Purpose:
Strengthen the capacity of primary level financial intermediation institutions
to develop and maintain a sustainable microfinance program for the entrepreneurial
poor.
Goals:
Strengthen the operational and management capacity skills of CCSF to facilitate
support for primary level grassroots financial intermediation institutions.
Project Objectives:
To broaden the base of rural community access to village level savings and
loan products.
CUFA entered into an agreement with CCSF in relation to providing assistance
for CCSF to become a sustainable wholesale financial institution, providing
various types of savings and loan products to its member CBMIFO’s with
sustainability as the centrepiece of CCSF’s development plan.
Sustainability within this agreement involved two targets – that of
operational sustainability and financial sustainability.
The funding was to
do a range of things including:
- Strengthen CCSF training capability on Model Credit Union Building (MCUB)
- Assist in the finalisation of a standardised accounting system manual
for CCSF and CBMIFOs
Strengthen CCSF lending systems, internal controls and methodologies
- Assist administration of the CUFA provided On-Lending Funds to boost
CCSF income and sustainability
Strengthen CBMIFOs on financial disciplines and MCUB
- Boost CBMIFO income and growth through providing liquidity for on-lending
to members
Strengthen CBMIFO soundness through lending criteria prerequisites
and technical assistance on financial management and planning
through CCSF
- Boost CBMIFO growth through marketing assistance to affiliated CBMIFOs
through CCSF
Provide assistance with advocacy and preparation of a Draft
Credit Union Law in Cambodia.
